If you need algorithms for computing ranks and generators,
I'd say the best resource is John Cremona's program mwrank and
the information on it's implementation located at:

        http://www.maths.nott.ac.uk/personal/jec/ftp/progs/

and in his book

       "Algorithms for Modular Elliptic Curves."
       (I think that's the title?!?)

(Essentially the program does very efficient 2-descents,
but the files on the webpage and the book have all the details.)
