Allan, Primary decomposition can be accomplished using Grobner basis
calculations.  See a recent paper by Gianni and Trager (sorry, I don't
have the reference handy.  You might want to get in touch with Barry
Trager about it: bmt@watson.ibm.com).  I do know that these algorithms
are included in the Axiom system.
