Hi,
OK, a short check seems to show that "e04" contains only optimization
routines.
In this case, I would advise that you start with

      http://plato.la.asu.edu/guide.html

This is a listed of recommended optimization software. While it does not
list everything known to its maintainers, it lists one or several codes
for practically all problems in (continuous and a little in discrete)
optimization.
