According to Derman, Gleser and Olkin, "A Guide to Probability Theory and
Its Applications", the Weibull distributions are "named after the Swedish
physicist, Waloddi Weibull, who in 1939 suggested this family of 
distributions".  You might look at Weibull's paper "A statistical
distribution function of wide applicability" in Journal of Applied
Mechanics 18 (1951) 293-297.
