I see several people have found that the answer is 

   P log log P / log P

Just thought I'd mention that this follows quite trivially
from the PNT and

(pi(P) - pi(sqrt(P)) log log sqrt(P) < sum < pi(P) log log P

(where pi(x) is the prime counting function)
