Ox, a very nice package, is available at

http://qed.econ.queensu.ca/pub/computer/ox/

The command line version for NT, Unix is free for non-commercial
use, but will only output Postscript graphics.  A Gnuplot
interface is available.
Ghostscript can show Postscript files on screen.
